This course provides a comprehensive overview of the OSCE framework for combating hate crimes and incidents. It focuses on the shift toward victim-centered support and the practical application of restorative justice as detailed in the guide by Professor Theo Gavrielides. Participants will examine the roles of the Office for Democratic Institutions and Human Rights (ODIHR) and the European Union High Level Group in fostering legal and community-based interventions. The curriculum explores non-punitive approaches, community interventions, and the current challenges in achieving consistent implementation across different member states, aimed at professionalizing the response to hate violence in various social settings.
